Any player that had even 1 AB or inning pitched in the Majors is INELGIBLE to be drafted......is this correct???

If a player was drafted in 2008 but did NOT play, he is still eligible to be drafted........is this correct???

If a Dominican (or Venezuela, etc) player was not drafted but played in the Minor leagues, he IS eligible to be drafted........is this correct???

If a player was drafted PRIOR to 2008, he IS still eligible to be drafted if he is not on a USBL squad.......is this correct???

If a Rule 5 pick initially taken from ALE is waived , but claimed by a non-ALE team, (or traded: likely to be the same) do the Rule 5 'must keep on 25 man or DL' rules apply with the new team?

Also, if an FA09 is waived and claimed, what is their salary and are they eligible for Comp A or Comp B sandwich picks next year? What causes them to become UFA at $500K with no Comp A/B? Does FA10 or later (more than current season remains on contract?) change the answer? If salary is not $500, does team that waived get any prorated $$ back?
